Finée Ruffin, Ed.D., is a senior executive and trusted advisor with more than 20 years of experience in marketing and strategic communications, government relations, and economic development. She has a proven record of strengthening organizational brands, shaping public narratives, and building durable partnerships that advance business, policy, and community objectives.
Prior to joining BSS Global, Ruffin held senior executive leadership roles in higher education, advising presidents and governing boards on institutional strategy, public affairs, and legislative engagement. She directed enterprise-level marketing and communications strategy, served as a primary liaison to elected officials and state agencies, and guided advocacy and public–private partnership efforts supporting multimillion-dollar investments in workforce development, broadband expansion, and community initiatives.
As Chief Development Officer, Ruffin leads enterprise growth and revenue development initiatives for BSS Global, integrating business development, communications, and government relations to expand client pipelines, strengthen market positioning, and create long-term value. She also oversees the firm’s education portfolio, applying her extensive experience in higher education and public policy to guide client strategy, stakeholder engagement, and legislative advocacy across the education sector.
