His extensive career is marked by a strong track record of strengthening programs and optimizing processes to enhance service delivery and efficiency. Ray possesses a deep understanding of the complexities inherent in public sector operations, consistently applying strategic insights to improve foundational processes, ensure fiscal accountability, and drive organizational improvements.
Prior to joining the firm, Ray served as the Executive Director of the Mississippi Department of Public Safety Planning Program from 2016 to 2024. In this role, he oversaw several key offices, including the Office of Highway Safety Grant Program, Office of Justice Programs, Office Standards and Training, and Office of Council on Aging. Additionally, Ray was appointed as the Mississippi Governor’s Representative for the National Highway Traffic Safety Administration (NHTSA) from 2016 to 2024.
